The American Recovery and Reinvestment Act of 2009 provides funding for home appliance energy efficiency upgrades; the United States Department of Energy (DOE) is giving nearly $300 million to states and territories.

U.S. Government Stimulus – How Will the Appliance Rebate Program Work?

As noted in the article Cash for Refrigerators – U.S. Stimulus Program, states are to be granted a portion of the $296,000,000 in federal funds for state-run Cash for Appliance programs based on state population. Each participating state is currently crafting a unique plan to distribute appliance rebate program funds to consumers who purchase energy efficient home appliances.

Consumers should expect every participating state to publish separate program rules following each state's plan approval by the Department of Energy.

Energy Star® Stimulus Incentives – When Will Cash for Appliances Start?

According to the Department of Energy, states may begin distributing Energy Star® stimulus incentives as soon as their state program plans are approved. The DOE will accept state plans from August 15, 2009 through October 15, 2009, but an exact approval timeline is not known. However, in a July 14, 2009 press release, the DOE indicated that it expects to award most funding by November 30, 2009, just in time for the holiday season.

Energy Star® Appliance Purchases – State Funding for U.S. Gov’t Rebates

Which states are the most highly populated and will, as a result, receive the most federal government funding, according to the Department of Energy? Here are the top ten recipients with corresponding population percentages:

  • California – 11.92%
  • Texas – 7.89%
  • New York –6.32%
  • Florida –5.95%
  • Illinois – 4.18%
  • Pennsylvania – 4.04%
  • Ohio –3.73%
  • Michigan – 3.24%
  • Georgia –3.14%
  • North Carolina –2.99%

Based on these allocation percentages, California residents may be eligible for over $35 million in appliance rebates.

What if the states do not distribute all of the funds given to them by the Federal Government? Do they have to return the money? Is there any accountability of the state to report to the Federal Government if and how the money was distributed?
